Mr. Brown's departure had been sought for several days by prominent Congressional Democrats, and the House minority leader, Nancy Pelosi of California, quickly termed Mr. Brown's departure today "long overdue." "His resignation is the right thing for the country and for the people of the Gulf Coast states," she said in a statement. "President Bush's next FEMA director must be a qualified emergency response professional with the leadership experience to manage this disaster and future emergencies." Ms. Pelosi and other Congressional Democratic leaders are demanding an independent inquiry into the federal response to the storm and have said they will not appoint members to a House-Senate committee established by Congressional Republican leaders.
